What is FPA (Fuel Price Adjustment) in MEPCO Bill?

What is FPA (Fuel Price Adjustment)?

FPA stands for Fuel Price Adjustment. It is a variable per-unit charge added to your MEPCO electricity bill every month to cover the changing cost of fuel used to generate electricity. FPA is determined monthly by CPPA-G (Central Power Purchasing Agency-Guaranteed) and approved by NEPRA.

Why Does FPA Exist?

Pakistan generates electricity from gas, furnace oil, coal, hydel, and solar. The cost of fuel-based generation changes every month depending on international oil prices, exchange rates, and local supply. Instead of changing the base tariff monthly, NEPRA allows electricity companies to pass on fuel cost changes through a separate FPA charge.

How is FPA Calculated?

FPA is charged as a fixed amount per unit (kWh) consumed. For example:

  • FPA for current month = Rs. 3.23 per unit
  • Units consumed = 285
  • FPA charge = 285 × Rs. 3.23 = Rs. 920.55

Why Does FPA Change Every Month?

  • International crude oil and natural gas prices
  • USD/PKR exchange rate fluctuations
  • Changes in electricity generation mix (more hydel in monsoon = lower FPA)
  • Power plant efficiency and availability
  • Government fuel subsidies or their removal

Can FPA be Negative?

Yes. If fuel costs were lower than the reference price, FPA can be negative — reducing your total bill for that month. This typically happens during monsoon season when hydel generation increases.

Where is FPA Shown on My MEPCO Bill?

Look for the row labeled "FUEL PRICE ADJUSTMENT" or "F.P.A." in the charges breakdown section of your bill.

Frequently Asked Questions (FAQ)

Q: What does FPA mean on MEPCO bill?

A: FPA means Fuel Price Adjustment — a monthly variable charge covering changes in fuel costs for electricity generation.

Q: Is FPA the same for all electricity companies in Pakistan?

A: The FPA rate is set nationally by NEPRA/CPPA-G and applies equally to all distribution companies including MEPCO, LESCO, IESCO, and others.

Q: Why is my FPA charge different from my neighbor's?

A: The FPA rate per unit is the same, but the total amount differs because you consumed a different number of units.
