When Should You Appeal a MEPCO Bill?

You have the right to appeal your MEPCO bill if:

  • The bill amount is drastically higher than your typical bills
  • Your meter reading appears incorrect
  • You were billed for units you did not consume
  • Incorrect tariff category was applied
  • You were charged for arrears you already paid
  • The billing period is unusually long

Level 1: Appeal to MEPCO Sub-Division Office

  1. Visit your MEPCO Sub-Division office with your disputed bill
  2. Bring your previous 3–6 months of bills for comparison
  3. Bring a photo of your current meter reading
  4. Request a formal Bill Review or Meter Test
  5. Get a written acknowledgment of your appeal with a complaint number

Level 2: Escalate to MEPCO Division Manager

If the Sub-Division does not resolve your appeal within 15 working days:

  1. Visit the MEPCO Division office (one level above Sub-Division)
  2. Bring all previous correspondence and complaint numbers
  3. Request the Division Manager to review your case
  4. Submit a formal written appeal letter

Level 3: Escalate to NEPRA

If MEPCO fails to resolve your complaint at both levels:

  2. Register and file your complaint with all supporting documents
  3. Alternatively, call NEPRA helpline 1800-4526-3000 (free)
  4. NEPRA will investigate and direct MEPCO to respond formally

How to Write an Effective Appeal Letter

Your appeal letter to MEPCO should include:

  • Your name, Consumer ID, and address
  • The disputed bill month and amount
  • Your average consumption over the past 12 months (from bill history)
  • Clear statement of why you believe the bill is incorrect
  • What resolution you are requesting (meter re-reading, bill correction, refund)
  • Attached copies of disputed bill and any supporting evidence

Should You Pay the Disputed Bill?

Pay the amount you are comfortable with to avoid disconnection while your appeal is pending. This is called a conditional payment — you pay under protest and note in writing that payment does not mean acceptance of the bill amount.
